Surge Now, Pay Later™ Program Terms
Review the eligibility, billing, fee-waiver, participation, and customer-payment rules for Surge Now, Pay Later.
These Surge Now, Pay Later™ Program Terms (“Program Terms”) govern participation in the Surge Now, Pay Later™ early-access program (“Program”).
RV Surge™ is operated by Local Lead Hub LLC. In these Program Terms, “RV Surge,” “we,” “us,” and “our” refer to Local Lead Hub LLC doing business as RV Surge. “Applicant,” “Participant,” “you,” and “your” refer to the person or business applying for or participating in the Program.
These Program Terms supplement the RV Surge Terms of Service, Privacy Policy, Refund Policy, Anti-Spam Policy, and any written enrollment or acceptance agreement provided to you. If these Program Terms conflict with the general Terms of Service regarding the specific Surge Now, Pay Later fee-waiver structure, these Program Terms control for that limited purpose.
By applying for, accepting, or participating in the Program, you acknowledge that you have read, understood, and agreed to these Program Terms.
1. Program Overview
Surge Now, Pay Later™ is a limited, application-based early-access program designed to help qualified RV technicians and inspectors launch or strengthen an early-stage RV business.
The Program may include:
- RV Surge Essentials
- The RV Surge 360° Growth Operating System
- Business and customer-management tools
- Marketing and visibility tools
- A professional website setup
- Guided launch education
- The Mobile RV Business Launch Guide
- A Personal 30-Day Business Launch Tracker
- Weekly private group onboarding
- Recordings of onboarding sessions
- Access to RV Surge Office Hours
- Access to the private RV Surge community
- CEU-eligible educational opportunities when offered
- RV industry news, updates, resources, and feature releases
- A temporary waiver of the regular monthly platform fee
The Program is more than a software subscription. It combines business systems, marketing tools, education, accountability, and community support.
The Program does not include unlimited consulting, guaranteed one-on-one coaching, free advertising, guaranteed leads, or guaranteed business results.
2. First Early-Access Cohort
Applications for the first early-access group are scheduled to open on July 1, 2026.
Approved participants will be placed into the next available private launch cohort after application review, acceptance, and onboarding.
Participation is intentionally limited. RV Surge may approve, conditionally approve, waitlist, decline, or recommend another RV Surge option to any Applicant based on eligibility, readiness, available capacity, and overall Program fit.
Submitting an application does not guarantee acceptance.
3. Eligibility
The Program is primarily intended for:
- Mobile RV technicians
- RV inspectors
- Applicants pursuing both repair and inspection services
- Recent or soon-to-be graduates
- Applicants preparing to launch within approximately 90 days
- Early-stage business owners
- Businesses that are not yet consistently profitable
- Applicants prepared to participate in the guided launch process
Membership requirements
Before final acceptance, an Applicant must have active professional membership appropriate to the Applicant’s path:
- Technician path: active RVTAA membership
- Inspection path: active NRVIA membership
- Repair and inspection path: active membership in both organizations when applicable
RV Surge may verify membership directly with the applicable organization.
An Applicant whose membership is pending, inactive, missing, or uncertain may still apply. However, active applicable membership must be verified before final acceptance into the full Program.
Applicants who already operate a consistently profitable business may be reviewed individually and may be offered another RV Surge plan or promotion instead of the full Surge Now, Pay Later fee-waiver structure.
Applicants who do not intend to launch or begin serving customers within approximately 90 days may be ineligible for the current cohort but may be invited to join the RV Surge community, prepare for a future cohort, or consider another resource or service.
4. Application and Acceptance
RV Surge may consider information including:
- Training status
- Professional path
- RVTAA or NRVIA membership
- Current business stage
- Expected launch date
- Current profitability
- Readiness to complete launch activities
- Ability to respond to customers
- Overall goals and Program fit
Applicants must provide complete and accurate information.
Acceptance is not complete until RV Surge has:
- Issued written approval or conditional approval;
- Verified any required membership;
- Received the required setup and onboarding payment;
- Received required billing authorization;
- Received agreement to these Program Terms and other applicable policies; and
- Confirmed the Participant’s Program Start Date.
RV Surge may withdraw an offer of acceptance if information is inaccurate, incomplete, misleading, or materially changes before enrollment is complete.
5. Program Start Date
Your “Program Start Date” is the date identified in your written acceptance or enrollment confirmation.
Approved participants will be placed into the next available private launch cohort after application review, acceptance, and onboarding.
The Program Start Date controls the calculation of:
- Day 1
- The protected first 30 days
- Days 31 through 90
- The deadline for regular monthly billing to begin
The application date, approval date, setup-payment date, and first login date do not change the Program Start Date unless RV Surge confirms otherwise in writing.
6. One-Time Setup and Onboarding Fee
Approved Participants must pay a one-time setup and onboarding fee of:
$500
The fee covers initial setup, configuration, onboarding, guided launch preparation, and other implementation work associated with the approved RV Surge Essentials account.
The setup fee does not include:
- Advertising spend
- Optional managed marketing
- Custom development or custom design beyond the approved scope
- Outside professional services
- Normal usage-based charges
- Third-party purchases
- Legal, tax, accounting, insurance, licensing, or banking services
Refund eligibility, if any, is governed by the RV Surge Refund Policy and the amount of work already completed.
7. Regular Monthly Platform Fee
The current regular monthly platform fee for RV Surge Essentials is:
$397 per month
Unless a different amount is stated in your written enrollment agreement, $397 is the regular monthly platform fee that will apply when the Program waiver ends.
The monthly platform fee is separate from usage-based charges and optional services.
8. Protected First 30 Days
Every approved Participant receives the complete first 30 days without the regular monthly platform fee.
During Days 1 through 30:
- The regular monthly platform fee is $0.
- The waiver remains in place even if the Participant receives a customer payment.
- Normal usage-based charges remain payable.
- Advertising and optional services remain separate.
- The Participant must continue completing onboarding and launch responsibilities.
If a Qualifying Customer Payment is received during the first 30 days, the Participant still receives the complete protected 30-day period. Regular monthly billing may begin on Day 31 or the next scheduled billing date identified in the enrollment confirmation.
9. Days 31 Through 90
After the protected first 30 days, the regular monthly platform fee remains waived until the earlier of:
- The Participant’s first Qualifying Customer Payment; or
- Day 90.
Regular monthly platform billing begins no later than Day 90.
When a Qualifying Customer Payment is confirmed after Day 30, regular monthly billing will begin according to the billing timing stated in the Participant’s enrollment confirmation.
The fee waiver does not extend beyond Day 90 unless RV Surge provides a separate written offer.
There is no automatic fourth-month discount, 50% extension, or additional waiver after Day 90.
10. Potential Platform-Fee Savings
Based on the current $397 monthly RV Surge Essentials platform fee, an approved Participant may save:
- At least $397; and
- Up to $1,191
Actual savings depend on when the first Qualifying Customer Payment occurs and when regular monthly billing begins.
This savings range applies only to the regular monthly platform fee. It does not include usage charges, advertising, optional services, custom work, or outside professional expenses.
11. Qualifying Customer Payment
A “Qualifying Customer Payment” is a legitimate payment or customer deposit received for a real RV-related service from a new customer acquired through an approved marketing or lead-generation source.
Qualifying services may include:
- RV repair
- RV inspection
- Maintenance
- Diagnostic work
- Service calls
- Mobile travel charges
- Pre-purchase or pre-trip inspections
- Other legitimate RV-related services
Potentially qualifying customer sources may include:
- The Participant’s RV Surge website
- Website forms
- Website chat
- Google Business Profile
- Organic Google search
- Google Ads
- Meta or Facebook Ads
- Business email campaigns
- Business text-message campaigns
- Business social-media marketing
- RV park or campground marketing
- Other approved non-personal marketing or lead-generation sources
Receiving a lead alone does not trigger regular monthly billing. An actual Qualifying Customer Payment is required.
RV Surge may review the customer source, payment, and supporting information before confirming that the payment qualifies.
12. Customer Payments That Do Not Trigger Billing
A legitimate payment does not count as the first Qualifying Customer Payment when the customer was obtained primarily through:
- The Participant’s personal networking
- An existing personal or professional contact
- Personal word of mouth generated independently by the Participant
- A family-member referral
- A friend referral
- Another similar personal-contact referral
- A customer the Participant already personally knew
- RV Help
These may still be real and legitimate paying customers.
Their payments simply do not count as the first Qualifying Customer Payment for purposes of ending the Surge Now, Pay Later monthly platform-fee waiver.
The following also do not qualify:
- Test transactions
- Owner contributions
- Transfers between the Participant’s own accounts
- Personal loans
- Business loans
- Fabricated transactions
- Refundable sham deposits
- Unrelated payments
- Payments that are not connected to a legitimate RV-related customer service
13. Payment Reporting and Verification
Participants must promptly notify RV Surge when they receive a potential Qualifying Customer Payment.
This requirement applies whether the payment is received through:
- RV Surge payments
- Cash
- Check
- ACH
- QuickBooks
- Another card processor
- Another legitimate off-platform payment method
The Participant must provide the original customer source and reasonable supporting information when requested.
Supporting information may include:
- A paid invoice
- Receipt
- Payment confirmation
- Customer record
- CRM record
- Form submission
- Call record
- Campaign attribution
- Customer-source information
- Other reasonable documentation
RV Surge will determine in good faith whether the payment meets the Program requirements.
If the Participant fails to report a Qualifying Customer Payment, provides inaccurate customer-source information, or attempts to avoid the billing trigger, RV Surge may:
- Correct the billing start date;
- Charge platform fees that should have been paid;
- Suspend Program benefits;
- Suspend account access;
- Remove the Participant from the Program; or
- Terminate service for material misrepresentation.
14. Usage-Based Charges
The temporary platform-fee waiver does not waive normal usage costs.
Usage charges may include activity related to:
- Phone calls
- Phone numbers
- Text messages
- Email verification
- Artificial intelligence tools
- Harvey Voice
- Harvey Chat
- Workflow premium actions
- Other metered platform activity
Usage costs vary based on actual activity and may begin on the Program Start Date.
Participants are responsible for monitoring usage and maintaining a valid payment method.
15. Advertising and Marketing Costs
Paid advertising is optional and is not required to apply for or participate in the Program.
RV Surge may recommend:
- Free marketing strategies
- Organic marketing
- Google Business Profile activity
- Social media
- Referral development
- RV park outreach
- Search advertising
- Meta advertising
- Other marketing strategies
Recommendations may be based on the Participant’s:
- Goals
- Service area
- Business stage
- Travel schedule
- Available budget
- Growth priorities
The Participant decides which recommendations to implement.
If the Participant chooses to advertise:
- Advertising spend is separate.
- Optional managed marketing fees are separate.
- Campaign results are not guaranteed.
- The Participant is responsible for approving budgets and offers.
16. Program Systems and Features
Depending on the Participant’s approved plan and configuration, RV Surge Essentials may include access to features such as:
- CRM and customer records
- Unified conversations inbox
- Business phone services
- Call tracking
- Missed-call text-back
- Forms and surveys
- Calendars and online booking
- Pipelines and opportunity tracking
- Estimates
- Invoices
- Payment collection
- Documents and agreements
- Email marketing
- Text-message marketing
- Reviews and reputation tools
- Automations and workflows
- Reporting and attribution
- Website tools
- Social-media tools
- Blogging and content tools
- Harvey Voice
- Harvey Chat
- Other AI-supported features
Features may depend on configuration, third-party availability, usage, account verification, mobile carriers, email providers, payment processors, or other technical requirements.
RV Surge may improve, replace, rename, modify, or discontinue individual features when reasonably necessary.
17. Website and Marketing Foundation
The Program may include an approved professional website or website setup as described in the Participant’s enrollment confirmation.
The Participant is responsible for providing accurate:
- Business information
- Services
- Service areas
- Hours
- Pricing
- Policies
- Contact details
- Logos
- Photographs
- Membership information
- Legal disclosures
- Other requested materials
RV Surge is not responsible for delays caused by missing, inaccurate, incomplete, or late materials.
The Participant is responsible for reviewing and approving business information before launch.
18. Participant Responsibilities
Participants are expected to:
- Complete required onboarding;
- Attend or review weekly group onboarding sessions;
- Work through the Mobile RV Business Launch Guide;
- Maintain the Personal 30-Day Business Launch Tracker;
- Provide requested information and materials;
- Review setup work promptly;
- Test the customer journey before launch;
- Respond to legitimate customer inquiries;
- Maintain professional customer service;
- Report potential Qualifying Customer Payments;
- Maintain accurate billing information;
- Follow applicable laws and association rules;
- Protect account login credentials; and
- Use RV Surge systems responsibly.
The Participant remains responsible for operating the business.
RV Surge does not operate the Participant’s business, perform RV services, communicate with every customer, or replace the Participant’s effort and judgment.
19. Weekly Group Onboarding
Onboarding is provided primarily through private group sessions.
Sessions may include:
- Business-launch education
- RV Surge system guidance
- Implementation support
- Marketing education
- Progress reviews
- Questions and answers
- General accountability
Sessions may be recorded and made available to Participants.
Participation does not include unlimited individual consulting.
Session dates, times, presenters, and topics may change.
Participants must not record, distribute, sell, publish, or share group sessions or other Participants’ information without written permission.
20. Community, Office Hours, and Education
Participants may receive access to RV Surge community resources, including:
- Private community discussions
- Weekly Office Hours
- Educational webinars
- Business and marketing training
- RV industry updates
- New tools and feature information
- Peer connections
- Templates and resources
Community access is subject to applicable community rules and standards.
RV Surge may remove content or restrict community access for harassment, spam, illegal activity, misuse, sharing confidential information, or other conduct that harms the community.
Some webinars may be designated as CEU-eligible. CEU availability, acceptance, quiz requirements, passing scores, deadlines, and certificate acceptance are subject to the applicable webinar and professional organization requirements.
21. Artificial Intelligence Features
RV Surge may provide artificial intelligence features, including Harvey Voice, Harvey Chat, AI assistants, automated content, and workflow tools.
AI-supported features may assist with:
- Customer intake
- Message capture
- Follow-up
- Frequently asked questions
- Routing information
- Administrative work
- Content generation
- Business automation
AI output may be incomplete, inaccurate, or inappropriate for a specific situation and must be reviewed by the Participant.
AI features do not replace qualified human judgment.
Unless specifically configured and approved, AI features must not be relied upon to:
- Diagnose RV problems
- Quote exact service pricing
- Promise availability
- Confirm warranty coverage
- Provide emergency instructions
- Provide legal, tax, accounting, or insurance advice
- Make binding business decisions
The Participant is responsible for monitoring and appropriately using AI-generated communications.
22. No Loans or Financing
Surge Now, Pay Later is not:
- A loan
- Credit
- Financing
- Tuition assistance
- Debt forgiveness
- A cash advance
- An investment
- A franchise
- A guarantee of future income
RV Surge does not provide money to Participants.
The Program temporarily waives the regular monthly platform fee under the conditions described in these Program Terms.
Usage charges, setup fees, optional services, and other costs remain payable.
23. No Guarantees
RV Surge does not guarantee:
- Leads
- Customer inquiries
- Bookings
- Paying customers
- Qualifying Customer Payments
- Revenue
- Profitability
- Business success
- Advertising performance
- Search-engine rankings
- Google Business Profile placement
- Reviews
- Customer response
- Program acceptance
- Continued eligibility
- Specific savings
- Completion of the launch within exactly 30 days
Results depend on many factors outside RV Surge’s control, including:
- Market conditions
- Location
- Service demand
- Pricing
- Competition
- Seasonality
- Advertising budget
- Participant effort
- Customer service
- Lead response
- Business decisions
- Licensing and insurance
- Technical availability
Examples, illustrations, case studies, and sample results are not promises of future performance.
24. Legal, Tax, Accounting, Insurance, and Licensing
RV Surge is not a law firm, accounting firm, tax adviser, insurance agency, bank, or government licensing authority.
RV Surge does not provide legal, tax, accounting, insurance, banking, or licensing advice.
Participants are responsible for obtaining appropriate professional advice regarding:
- Business formation
- Contracts
- Taxes
- Bookkeeping
- Banking
- Insurance
- Licenses
- Permits
- Employment
- Consumer protection
- Privacy
- Communications consent
- Local business requirements
- Other regulatory obligations
The Launch Guide and onboarding materials are educational only.
25. Communications Compliance
Participants are responsible for ensuring that customer communications comply with applicable laws, carrier rules, platform requirements, and consent standards.
This includes communications by:
- Phone
- Text message
- Automated workflows
- Artificial intelligence
- Review requests
- Marketing campaigns
RV Surge may suspend communication features when required for compliance, carrier registration, abuse prevention, or platform protection.
26. Intellectual Property
All Program materials provided by RV Surge, including guides, trackers, templates, recordings, training, designs, workflows, prompts, processes, and branded materials, are owned by or licensed to RV Surge.
Participants receive a limited, nonexclusive, nontransferable license to use Program materials for their own enrolled business.
Participants may not:
- Resell Program materials
- Republish them
- Distribute them publicly
- Share them with competitors
- Upload them to public databases
- Remove RV Surge branding
- Copy them for another business
- Create competing products from them
- Provide account access to unauthorized users
The Participant retains ownership of original business content provided to RV Surge.
The Participant grants RV Surge permission to use that content as reasonably necessary to configure and provide the services.
27. Beta and Early-Access Status
The first Program group is an early-access beta cohort.
Participants acknowledge that:
- Processes may be refined;
- Training may be updated;
- Features may change;
- Workflows may be improved;
- Bugs or technical issues may occur;
- Resources may be revised based on Participant feedback; and
- The Program may operate differently in future cohorts.
RV Surge will make reasonable efforts to provide a useful and reliable experience but does not guarantee uninterrupted or error-free access.
28. Billing Authorization and Failed Payments
By enrolling, the Participant authorizes RV Surge to charge the payment method on file for:
- The $500 setup and onboarding fee;
- Usage-based charges;
- The regular monthly platform fee when the waiver ends;
- Approved optional services;
- Applicable taxes; and
- Other authorized charges.
After the waiver ends, the service will continue at the applicable monthly rate unless canceled according to the RV Surge Terms of Service.
Failed or declined payments may result in:
- Retried charges
- Suspended phone, email, SMS, AI, or platform features
- Suspended account access
- Collection of unpaid balances
- Termination of services
29. Cancellation and Refunds
Cancellation, termination, refund eligibility, and account-access periods are governed by:
- The RV Surge Terms of Service
- The RV Surge Refund Policy
- The Participant’s enrollment confirmation
- These Program Terms
Canceling participation does not automatically refund:
- Completed setup work
- Usage charges
- Advertising spend
- Third-party charges
- Optional services
- Previously earned monthly fees
- Other nonrefundable amounts
Cancellation does not eliminate amounts already due.
30. Suspension or Removal From the Program
RV Surge may suspend or remove a Participant from the Program for reasons including:
- False or misleading application information
- Misrepresentation of customer-payment sources
- Failure to report a Qualifying Customer Payment
- Fraudulent transactions
- Nonpayment
- Abuse of platform resources
- Illegal activity
- Harassment
- Sharing confidential Program materials
- Unauthorized resale
- Security risks
- Repeated failure to cooperate with necessary setup
- Material violation of these Program Terms or other RV Surge policies
Removal from the Program may end the platform-fee waiver.
RV Surge may charge amounts that became due before suspension or termination.
31. Third-Party Services
Some services may depend on third parties, including:
- Telephone carriers
- Email providers
- Payment processors
- Domain registrars
- Social-media platforms
- Meta
- Artificial intelligence providers
- Website hosting
- Software integrations
RV Surge does not control third-party approval, outages, pricing, policies, verification, account restrictions, or service availability.
Third-party changes may affect Program features.
32. No Association Ownership or Endorsement
NRVTA, RVTAA, NRVIA, RVTI, and RV Help are separate organizations or services.
Unless RV Surge publishes a specific written statement approved by the applicable organization:
- They do not own the Program;
- They do not operate the Program;
- They do not finance the Program;
- They do not guarantee the Program;
- They do not guarantee Participant results; and
- Their names do not constitute an endorsement.
Membership verification does not create a partnership, agency, or joint venture.
33. Independent Businesses
Participants operate independent businesses.
Nothing in the Program creates:
- Employment
- Partnership
- Franchise
- Agency
- Joint venture
- Fiduciary relationship
- Guaranteed referral arrangement
Participants are solely responsible for their customers, services, workmanship, employees, subcontractors, taxes, insurance, licenses, and business decisions.
34. Limitation of Liability and Dispute Terms
Limitations of liability, warranty disclaimers, indemnification obligations, governing law, dispute procedures, arbitration provisions, class-action waivers, and other general legal terms are governed by the RV Surge Terms of Service.
Nothing in these Program Terms limits rights that cannot legally be waived.
35. Changes to the Program or These Terms
RV Surge may update these Program Terms prospectively to reflect:
- Program improvements
- Legal requirements
- Technology changes
- Pricing changes
- Feature changes
- Operational needs
Material changes will be communicated as reasonably appropriate.
The fee-waiver terms accepted by an enrolled Participant will not be retroactively reduced without the Participant’s agreement, except where a change is required by law or results from the Participant’s breach, misrepresentation, or loss of eligibility.

37. Electronic Acceptance
By checking an acceptance box, submitting an enrollment form, electronically signing an agreement, paying the setup fee, or beginning participation after receiving these Program Terms, you consent to electronic records and acknowledge your agreement to these Program Terms.
You should save or print a copy for your records.
